Notice to Proceed

The notice to proceed is intended to provide you with the certainty you need to begin building your project. When the OPA provides a notice to proceed, it is indicating that it has reasonable confidence that all of the required grid upgrades for your project have been approved and will be ready on time.

You may request a notice to proceed from the OPA as soon as you are able to submit evidence that the notice to proceed prerequisites have been completed.

If your project is a capacity allocation-exempt project and there is no risk that it will be delayed due to transmission expansions, the OPA will issue a notice to proceed following completion of the prerequisites, including the submission of a notice to proceed request.

To request a notice to proceed, you must have completed your impact assessments, obtained a renewal energy approval and prepared a domestic content plan (if applicable) and a financing plan.

For projects that rely on transmission or distribution expansions, the OPA typically will determine if a notice to proceed can be issued 15 months after the FIT contract is awarded.
